Overview:
The Facilitated Assessment of MTSS - District Level (FAM-D) and Facilitated Assessment of MTSS-School Level (FAM-S) are district & school multi-tiered system of supports (MTSS) fidelity check tools. The FAM-D measures district-level implementation of NC MTSS and the FAM-S measures school-level implementation of NC MTSS. The outcomes help school and district-level personnel identify and prioritize implementation steps around the six critical components of NC MTSS:
- Leadership
- Building Capacity/Infrastructure for Implementation
- Communication and Collaboration
- Data-based Problem-solving
- Three-tiered Instruction/Intervention Model
- Data-Evaluation
The purpose of the Facilitated Assessment of MTSS - District Level(FAM-D) is to:
- Identify distinctive features/needs of district-wide implementation of a Multi-Tiered System of Support (MTSS).
- Provide a District MTSS Team with a tool for district-wide, systematic implementation of MTSS.
- Provide District MTSS Team with information to monitor progress towards district MTSS implementation goals aimed at continuous improvement.
- Support a framework for the implementation of MTSS to achieve common understanding and language, promote collaboration among stakeholders, consistency in practices, and the use of a districtwide problem-solving model to achieve efficient and effective school-level implementation.
- Serve as a venue to orient District MTSS Team members to the strengths and needs of the district.
The timeframe for the administration of the FAM-D will be approximately 90 minutes with your district MTSS team. It is recommended to complete the FAM-D between April and June each year. This year, administration can be in-person or virtual. Your Regional IABS Consultant will act as the facilitator of the session. District MTSS teams will receive a summary of FAM-D results as well as a file with reports. Further, you can schedule a follow-up conversation with your Regional Consultant for use in implementation planning. school level (FAM-S) is a tool that measures school-level progress towards full implementation of a Multi-Tiered System of Support (MTSS). The purpose of administration and its resulting data is to help school and district-level personnel identify and prioritize implementation steps.FAQs: FAM-S- What is the NC FAM-S? data is to help the school and district-level personnel identify and prioritize implementation steps. It contains
41 items in a rubric format. - What does “facilitated assessment” mean? The FAM-S is to be administered by a facilitator external to the
school MTSS team. An external facilitator allows all school MTSS team members to participate in the
discussion and rating of each item actively. Ideally, the facilitator is a member of the district MTSS Team.
Additional purposes of having a facilitator are to guide discussions, assist teams in problem-solving, and
answer questions as they arise. - Is the FAM-S required? The FAM-S is not required. It is recommended that FAM-S is utilized one time yearly
between April and June to assess growth and next steps for both schools and districts. Districts may use the
FAM-S outside of this window as they determine necessary. - Is data from the FAM-S shared? The IABS team provides administration and scoring resources for the
FAM-S as a courtesy to district and school MTSS teams. The data from the FAM-S belongs to schools and
districts. Identifiable school and district data is not shared without district permission. The IABS team uses
aggregate data to share with the NC State Board of Education and for planning purposes. Districts who use the
FAM-S without submitting ratings are not included in state-level MTSS reports - How do I implement FAM-S? Schedule 1.5 - 2 hours for the facilitation of the tool with the school team. Provide the school team with a copy of the FAM-S. School team members should review the item descriptors independently and provide a personal response to each item. District staff may use the administration planning template to plan district-wide administration of the FAM-S.
